Mills Act Agreement The Mills Act Agreement encourages preservation of historic properties and provides a tax incentive to the owner by lowering property taxes. To qualify a property owner must file a written request to be declared a designated structure with the Historic Preservation Committee. Ultimately the City Council must approve this designation. There are very specific criteria that must be met and guidelines adhered to to administer to this designation.
